1. What is the BSA?
Best Security Agency is a service corporation incorporated in 1986.
Quoting from BSA’s SEC files, Remulla said that among the stated purposes of the agency was
“to conduct training programs for personnel and supervisors of government-owned or -controlled corporations.”
From this, he jumped to the conclusion that
“This offers clear proof that Noynoy acted as a contract broker for BSA with government corporations, in violation of the Constitution and the Anti-Graft and Corrupt Practices Act.”
Is this really true? How about other people ?
2. Was Noynoy an incorporator of the BSA ? Was he an employee?
Accdg to the SEC records, yes. He was a fellow incorporator with other people:
Antolin Oreta Jr., Cipriano J. Lacson, George Y. Gaddi, Alexander T. Lopez, Bienvenido L. Reyes and Jacob B. Acuna—had only subscribed to a total of P500,000 in capital stock.
Noynoy never denied he was an incorporator.
Define an employee. Were there employment papers? According to Lacierda,
He said what Aquino meant by being just an employee was that he was never involved in negotiations with the agency’s clients. He said that Aquino divested from the firm in 1987.
3. Did Noynoy divest from the BSA?
According to Lacierda, Noy divested from the BSA the following year.(1987). Did Remulla checked this out?
4. Did the BSA landed a lot of contracts with a lot of government agencies?
“The agency also had only one government contract and that was with (Philippine National Construction Corp.), which was obtained through public bidding. That is still in effect up to now,” Lacierda said. Only one?? Where are the others ???!!!
“If there was something wrong about it, it could have been rescinded easily by the succeeding administrations, but it survived both friend and foe.” well, yes, of course.
5. How much is this contract worth?
Strangely, Remulla never put any Peso value on this lone contract. We request him and the LP if they are both inclined to state the amount of the yearly contract.
6. Was the people of the Philippines put to a disadvantage with this “onerous” contract?
We need more sources.
Well folks, this is not worth delving in much. This pales in importance and in comparison with the C5 anomaly and the sweet business dealings of the standard NP leader Villar. Villar never cut-off his business ties while speaker and a senator!
